TR-R 377-01.  Portland Flood at high water. February 8, 1996. 10 to 11 pm. (During the Winter of 1996 a dense snow followed by ice and unseasonably warm weather and rain raised the Willamette River to within one foot of the top of the downtown seawall, threatening Portland's downtown. City employees and over 1,500 citizens converged in less than 24 hours to build a four foot high, mile long temporary wall to keep the river at bay.)
